Kasich Announces Appointment to Clark County Court of Common Pleas, Domestic Relations and Juvenile Division August 24, 2017 COLUMBUS – Today Governor John R. Kasich announced the appointment of Robert Vaughn of South Charleston (Clark Co.) to serve as a judge on the Clark County Court of Common Pleas, Domestic Relations and Juvenile Division. Vaughn will assume office on October 2, 2017. He must run in November 2018 to retain the seat for the full term commencing January 2, 2019. Vaughn is replacing Judge Joseph N. Monnin who resigned. Vaughn received his bachelor’s degree from The Ohio State University and his law degree from Capital University. He is currently an associate professor and assistant university counsel to Cedarville University. Vaughn is a member of the National Association of College and University Attorneys and a faculty trustee for the Ohio Council of Criminal Justice Education.
